
The project aimed at the development of an institutional framework for the establishment of interstate oil and natural gas transportation networks in all the INOGATE countries in order their hydrocarbon production to be marketed in Europe. Three intraregional horizontal institutional projects of INOGATE: 9607, 9704-follow up and 9801 - follow up were implemented under this framework.
The project led to the successful signing of the INOGATE Umbrella Agreement by multiple countries, establishing a framework for regional cooperation in oil and gas transportation. Based on the INOGATE Umbrella Agreement, an interstate agreement for the Constanta-Omisalj oil transit pipeline was concluded between Romania, Yugoslavia and Croatia. It also prepared a groundwork for the establishment and operation of a 10 Mt/yr multi-modal oil transport system from Kazakh and Azeri sources to Georgian ports in the Black Sea, as well as the creation of the South–European Gas Ring through a trilateral working group, culminating in the 2001 with the Greece - Turkey interstate agreement for the elaboration of a common feasibility study in view of implementation of this major interstate gas transportation project. The today result is that the gas pipeline connecting Turkey and Greece is already constructed.
