
Assessment of the feasibility, costs, and benefits of establishing a weekly commercial oil stocks reporting mechanism in the EU, aiming to enhance data transparency, support better market functioning, and address the needs of both public authorities and private stakeholders.
The study delivered a comprehensive review of EU directives and national legislation related to oil stock reporting, identifying discrepancies through a detailed gap analysis. It engaged stakeholders including EUROSTAT, the Market Observatory, and industry actors, and explored scenarios for implementing weekly commercial oil stock reporting. The study concluded with the drafting of legal recommendations and an Action Plan to establish a harmonized legal and institutional framework for weekly oil reporting across the EU, laying the foundation for improved transparency and data consistency in the energy sector.
