Objective

To assess the compliance, readiness, and alignment of Kazakhstan’s oil spill response framework with international standards and foreign national legal systems.

Results

A detailed comparative analysis of international and national legal frameworks governing oil spill response was delivered. identifying key regulatory obligations, best practices, and gaps in Kazakhstan’s current OSR approach. The analysis of the legislation in the field of OSR (internal legislation, participation in the international organizations, associations, performance of the commitments under the international agreements) was carried out for the countries with the developed marine oil production, such as Norway, UK, USA, Brazil, Australia, countries of the Persian Gulf and others. An analysis of the legislation in effect regarding OSR (internal legislation, participation in the activities and system of the international organizations, associations, performance of the commitments under the international agreements) of the Caspian states: Russia, Azerbaijan, Iran, Turkmenistan, including also the regional agreements such as the Teheran Convention, the Aktau Protocol etc. in the field of OSR was delivered. The study included proposals for alignment with global environmental standards, improve incident readiness and response capacity, and ensure regulatory compliance with both domestic and international obligations.
