Preparation of the ToR for the technical assistance project “Assistance to the Ukrainian authorities for improvement the infrastructure cycle management”

To support infrastructure reform in Ukraine directly related to the obligations of the art. 367 of the Association Agreement to „promote efficient, effective and safe transport operations” and art. 368 Paragraph 2 related to "removing the administrative, technical, cross-border and other obstacles, improving the transport networks and upgrading the infrastructure".

The project assessed Ukraine’s transport infrastructure sector, including its legal, strategic, and institutional framework. Key stakeholders were consulted to evaluate current planning and implementation capacities. Challenges in the infrastructure management cycle were identified The project concluded with the drafting of Terms of Reference for a technical assistance initiative to improve infrastructure cycle management in line with the EU external assistance tender procedure and requirements.
