Objective

The overall objective of the project was to strengthen the institutional capacity of the Energy Regulatory Office (ERO) on developing a sound and stable regulatory framework necessary to facilitate the market operation based on principles of objectivity, transparency and non-discrimination with the ECSEE process.

Results

The project significantly enhanced the regulatory and licensing framework of Kosovo’s Energy Regulatory Office by developing standardized procedures for maintaining a Public Register and applying administrative measures, as well as a comprehensive set of draft licenses covering key energy activities across electricity, gas, and thermal sectors. It also produced draft rules for authorizations, compliance monitoring systems, a detailed licensing guide for electricity and district heating, and proposals to support the unbundling of the Transmission System Operator (TSO) from the public power company.
