Evaluation of “Support to the Implementation of the Transport Sector Strategy of Ukraine”

The contract. 2017/387331/1 under FWC BENEFICIARIES 2013 - LOT 2: Transport and Infrastructures, EuropeAid/132633/C/SER/Multi envisaged the Evaluation of "Support to the Implementation of the Transport Sector Strategy of Ukraine" as well as complementary measures provided by the technical assistance project "Support the Implementation of the Transport Strategy of Ukraine". The purpose of the evaluation was to provide evidence on the extent to which State Budget Support had contributed to the achievement of its intended objectives, to identify key lessons and to produce recommendations to improve current and inform future choices on the sector reform contracts in Ukraine and on the cooperation between the EU in Ukraine in the transport sector.

The evaluation confirmed that the Sector Budget Support (SBS) in transport was aligned with OECD criteria and effectively supported Ukraine’s transition by enhancing the implementation of the National Transport Strategy. The SBS modality proved relevant and added value, with appropriate indicators largely achieved. Preconditions for budget support were met, and the programme contributed to sustainable sector reforms. Complementary EU-funded technical assistance also strengthened institutional capacity and the Ministry of Infrastructure’s role in integrating transport priorities into broader sectoral policies. Recommendations were provided for future similar initiatives.
