Objective

The project aimed at the harmonisation of the Romanian legislation and administrative practice in the energy sector with the EU legislation and the international commitments of Romania (Energy Charter Treaty, INOGATE Umbrella Agreement, etc.).

Results

In the framework of this Project in close cooperation with relevant Romanian authorities and State enterprises (i.e. Ministry of Industry, Compet, Petrom, Constanta Oil Terminal, Ministry of Foreign Affairs, Gas Regulatory Authority), it was elaborated all the legal and regulatory framework for oil and gas import, export and transit, as well as the proposal for cooperation with the competent authorities of Croatia and Yugoslavia (Ministry of Foreign Affairs, Ministry of Energy, JANAF, NIS SERBIA) that resulted to the conclusion of the interstate agreement between the three countries for the Constanta – Omisalj Pipeline. The interstate agreement has been officially signed in Bucharest in October 2002.The project was acknowledged by the beneficiaries as one of the most successful PHARE projects.
