The objective of the assignment was to develop a Strategic Transportation Plan for the Baku Metropolitan Region by elaboration of a detailed urban transport study and an extensive consultation process.
The activities resulted in a comprehensive analysis of Baku’s urban transport system, identifying key trends and challenges in public transport and road infrastructure. A tailored urban transport planning model and coded transport network were developed to support data-driven planning. These formed the basis for a Draft Strategic Transportation Plan and Investment Strategy, which were further refined into a Final Strategic Transportation Plan, providing a clear roadmap for future transport development and investment priorities in Baku.
