Objective

The project aimed to support TRACECA member states in creating a harmonized legal framework for international transit transportation, promoting alignment with international standards, removing legal barriers, and improving the efficiency of cross-border transport procedures along the TRACECA corridor.

Results

The project successfully strengthened the legal and institutional framework for transit transportation across TRACECA member states by drafting a model multimodal transit law, proposing amendments to the TRACECA Multilateral Agreement (MLA), and developing a dispute settlement mechanism to prevent regional conflicts. It supported institutional reform by advising the Inter-Governmental Commission and Permanent Secretariat, enhanced legal harmonization through the promotion of international conventions, and delivered targeted training and consultations to national transport ministries. Additionally, a strategic plan for 2004–2008 was prepared to guide regional development, while legal advice on investment protection and regional cooperation contributed to a more stable, integrated, and investor-friendly transit environment.
