The international consortium of Savvy Business – Astana-Kitap LLP (in cooperation with National and apodistrian University of Athens and Excellence Training Center LLP as sub-contractors) implements the project “Consulting Services for Developing Textbook Evaluation Requirements and Capacity-Building of Experts contracted by the Ministry of Education and Science of Republic of Kazakhstan.
The Ministry of Education and Science of the Republic of Kazakhstan is implementing The Education Modernization Project under technical and financial support of the World Bank Loan No. 8709-KZ.

The project’s objectives are:

1)  Analysis of foreign and domestic system of developing, evaluation, selection and approval of textbooks, and teaching and learning materials, teaching and learning aids (manuals), electronic educational publications (electronic textbooks, digital educational resources) for revealing of weaknesses and their solutions;

2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.


The project duration is 14 month and among the most important deliverables’ of the project, here are few to be mentioned:

  • Study international best practices in developing requirements and criteria for textbooks, teaching materials, and e-books
  • Develop methodological tools to the Textbook Center of Kazakhstan in order to improve textbooks evaluation   
  • Develop methodology and criterion for textbooks evaluation for subject areas (ABC book -primary school), Kazakh and Russian (as mother tongue), Kazakh and Russian (as second language), Literature (Kazakh and Russian), Foreign languages, Mathematics, Algebra, Geometry, Computer sciences, Knowledge of the World, Geography, Physics, Chemistry, Biology, History of Kazakhstan, World History, Introduction to Law, Crafts, Graphics and Design, Music, Basic military training.
  • Prepare and deliver face to face trainings to 40 Lead Evaluation Experts and asynchronous training through a Learning Management System (LMS) to 2000 evaluation experts from whole country

More than 24 academic scientists, professors, textbook authors, evaluators, teachers  and consultants are involved in order to deliver the project.

Consulting services to conduct the national baseline survey of the state of SMEs in Kazakhstan and development of the Concept of small and medium enterprise development aimed at increasing the contribution of SMEs to GDP to 50% by 2050

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Phase 4 - Development of the Concept for the development of the SMEs in Kazakhstan in order to increase the share of SMEs in GDP to 50% by 2050 and the Action Plan for its implementation.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

Feasibility study for the most optimal solution for intelligent monitoring of oil pipelines and associated facilities with the use of UAV’s

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV. 

Savvy Business sLTD acted as sub-contractor of Europa Energy Ltd. 

The services provided were:

  • Financial and economic analysis (CBA) taking into account the existing oil price as well as the existing security system expenditure;
  • Legal and institutional analysis in aviation sector including the flight of UAVs in Kazakhstan;
  • Legal review of the legislation of Kazakhstan, requirements for licensing and permitting;
  • Project management schemes for the whole project life cycle, with definition of legal basis, information on all participants of the project and their functions, as well as management structure including the assessment of financial expenditure indicating alternative options;

The international consortium of Savvy Business – Astana-Kitap LLP (in cooperation with National and apodistrian University of Athens and Excellence Training Center LLP as sub-contractors) implements the project “Consulting Services for Developing Textbook Evaluation Requirements and Capacity-Building of Experts contracted by the Ministry of Education and Science of Republic of Kazakhstan.
The Ministry of Education and Science of the Republic of Kazakhstan is implementing The Education Modernization Project under technical and financial support of the World Bank Loan No. 8709-KZ.

The project’s objectives are:

1)  Analysis of foreign and domestic system of developing, evaluation, selection and approval of textbooks, and teaching and learning materials, teaching and learning aids (manuals), electronic educational publications (electronic textbooks, digital educational resources) for revealing of weaknesses and their solutions;

2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The objective of the Project is compiling inventory, assessment and pre-qualification selection of training providers (TPs) in the Republic of Kazakhstan, under the contract KZSJ-2.2/CS-02-QCBS, within the IBRD Programme “Skills and Jobs Project Component 2”- Project ID: P150183. The services to be provided to the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan are as follows:  

·       Development of methodology for compiling inventory of all existing training providers, then carry out the fieldwork necessary to compile the inventory in all oblasts of the Republic of Kazakhstan (by industry and sector of the economy).

The international consortium of Savvy Business – Astana-Kitap LLP (in cooperation with National and apodistrian University of Athens and Excellence Training Center LLP as sub-contractors) implements the project “Consulting Services for Developing Textbook Evaluation Requirements and Capacity-Building of Experts contracted by the Ministry of Education and Science of Republic of Kazakhstan.
The Ministry of Education and Science of the Republic of Kazakhstan is implementing The Education Modernization Project under technical and financial support of the World Bank Loan No. 8709-KZ.

The project’s objectives are:

1)  Analysis of foreign and domestic system of developing, evaluation, selection and approval of textbooks, and teaching and learning materials, teaching and learning aids (manuals), electronic educational publications (electronic textbooks, digital educational resources) for revealing of weaknesses and their solutions;

2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.

Consulting services to conduct the national baseline survey of the state of SMEs in Kazakhstan and development of the Concept of small and medium enterprise development aimed at increasing the contribution of SMEs to GDP to 50% by 2050

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Phase 4 - Development of the Concept for the development of the SMEs in Kazakhstan in order to increase the share of SMEs in GDP to 50% by 2050 and the Action Plan for its implementation.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

Feasibility study for the most optimal solution for intelligent monitoring of oil pipelines and associated facilities with the use of UAV’s

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV.

The international consortium of Savvy Business – Astana-Kitap LLP (in cooperation with National and apodistrian University of Athens and Excellence Training Center LLP as sub-contractors) implements the project “Consulting Services for Developing Textbook Evaluation Requirements and Capacity-Building of Experts contracted by the Ministry of Education and Science of Republic of Kazakhstan.
The Ministry of Education and Science of the Republic of Kazakhstan is implementing The Education Modernization Project under technical and financial support of the World Bank Loan No. 8709-KZ.

The project’s objectives are:

1)  Analysis of foreign and domestic system of developing, evaluation, selection and approval of textbooks, and teaching and learning materials, teaching and learning aids (manuals), electronic educational publications (electronic textbooks, digital educational resources) for revealing of weaknesses and their solutions;

2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.


The project duration is 14 month and among the most important deliverables’ of the project, here are few to be mentioned:

  • Study international best practices in developing requirements and criteria for textbooks, teaching materials, and e-books
  • Develop methodological tools to the Textbook Center of Kazakhstan in order to improve textbooks evaluation   
  • Develop methodology and criterion for textbooks evaluation for subject areas (ABC book -primary school), Kazakh and Russian (as mother tongue), Kazakh and Russian (as second language), Literature (Kazakh and Russian), Foreign languages, Mathematics, Algebra, Geometry, Computer sciences, Knowledge of the World, Geography, Physics, Chemistry, Biology, History of Kazakhstan, World History, Introduction to Law, Crafts, Graphics and Design, Music, Basic military training.
  • Prepare and deliver face to face trainings to 40 Lead Evaluation Experts and asynchronous training through a Learning Management System (LMS) to 2000 evaluation experts from whole country

Consulting services to conduct the national baseline survey of the state of SMEs in Kazakhstan and development of the Concept of small and medium enterprise development aimed at increasing the contribution of SMEs to GDP to 50% by 2050

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

Phase 2 - Implementation of a national baseline SME survey in at least 10 sectors of the economy of Kazakhstan, in which the SMEs operate

Phase 3 - Analysis of the economy of Kazakhstan, including among the SMEs and their development dynamics prospects, based on the information obtained during the national baseline survey

Phase 4 - Development of the Concept for the development of the SMEs in Kazakhstan in order to increase the share of SMEs in GDP to 50% by 2050 and the Action Plan for its implementation.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. International team has trained the local enumerators either before survey or during the survey (on the job training). Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

Feasibility study for the most optimal solution for intelligent monitoring of oil pipelines and associated facilities with the use of UAV’s

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV. 

Savvy Business sLTD acted as sub-contractor of Europa Energy Ltd. 

The services provided were:

  • Financial and economic analysis (CBA) taking into account the existing oil price as well as the existing security system expenditure;

Consultancy on compiling inventory, assessment and prequalification selection of training service providers in Kazakhstan, Project: Skills and Jobs

The objective of the Project is compiling inventory, assessment and pre-qualification selection of training providers (TPs) in the Republic of Kazakhstan, under the contract KZSJ-2.2/CS-02-QCBS, within the IBRD Programme “Skills and Jobs Project Component 2”- Project ID: P150183. The services to be provided to the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan are as follows:  

·       Development of methodology for compiling inventory of all existing training providers, then carry out the fieldwork necessary to compile the inventory in all oblasts of the Republic of Kazakhstan (by industry and sector of the economy).

·       Conduction of prequalification TP’s assessment on the basis of the compiled inventory and further selection of pre-qualified workforce TPs.

·       Development of recommendations/mechanisms for the update of inventory and prequalification selection of TPs throughout the life of the project.

·    Development of a sustainability plan to identify the resources, capacities and institutional arrangements that would be required to be in place in order for inventory and prequalification of TPs to be sustainably continued beyond the life of the project.

Evaluation of “Support to the Implementation of the Transport Sector Strategy of Ukraine”

The project scope is the evaluation of the "Support to the Implementation of the Transport Sector Strategy of Ukraine" as well as complementary measures provided by the technical assistance project "Support the Implementation of the Transport Strategy of Ukraine".

The purpose of the evaluation is to provide evidence on the extent to which SBS has contributed to the achievement of its intended objectives, to identify key lessons and to produce recommendations to improve current and inform future choices on the sector reform contracts in Ukraine and on the cooperation between the EU in Ukraine in the transport sector.

The specific purpose for undertaking this evaluation is three-fold:

  • To evaluate the SBS Transport according to the standard OECD criteria;

  • Provide well-grounded evidence on the extent to which: a) the Budget Support aid modality is relevant and efficient to steer transition process in Ukraine, the extent to which the sector reform contract as an aid delivery method provided an added value; b) the SBS ENV enabled the Government of Ukraine to implement the relevant sector strategy and to enhance the efficiency and effectiveness of the National Transport Strategy (NTS); c) the SBS contributed to achieve sustainable results in the implementation of the NTS; d) indicators were chosen appropriately and achieved; e) the preconditions of budget support were in place before, during and after the implementation phase; 
    Assess the overall impact of the programme and lessons learned; formulate recommendation for a similar initiative in the future.

  • Study of the effects of EU-funded complementary measures (TA project ""Support the Implementation of the Transport Strategy of Ukraine"") to increase the capacity building as well as strengthening of the MoI role in streamlining of the transport component in sectorial policies and other EU-funded programmes on the subject.

The project “Inclusive Education Model Development and Training” funded under an education programme with World Bank’s financial support, is implemented by consortium Savvy Business sLTD-National and Kapodistrian University of Athens.

Savvy Business acting as sub-contractor of Euroconsultants SA being responsible to deliver the services of Phases 1 and 2, namely the preparation of methodology to undertake a large scale national survey of SMEs, the organization and delivery of the national baseline SME survey in 10 sectors of the economy of Kazakhstan ( Wholesale and retail trade; repair of motor vehicles and motorcycles; Agriculture, forestry and fishing; Construction; Manufacturing sector; Transport and storage; Administrative and support service activities; Professional, scientific and technical activities; Accommodation and food services; Education; Information and communication). A sample of 1535 survey subjects, distributed in 31 different strata, have been subject to the national survey. Our international expert Michalis Karamanis has developed an IT-platform for the survey implementation supported by the operation of a Survey Support System (SSS), consisted of applications dynamically interconnected:

•          Web-based Questionnaire, through which participants can fill the questionnaire at their own convenience;

•          Contact Management Subsystem, through which the Survey Team will able to insert, edit and manage the contact details of the participants;

•          Authentication Subsystem, through which can be authenticated in order to be able to complete the questionnaires;

•          Communication Subsystem, through which dynamically generated e-mail campaigns can be implemented;

•          Back-Office / Management Subsystem, through which the management of the whole System will be possible.

Lastly our team has participated in the organization of some working groups to discuss the findings of the national survey and in the consultative workshops with various stakeholders (representatives of Ministry of National Economy, Atemeken, DAMU, associations, enterprises and World Bank) in order to present the results of the work.

The overall objective of the project is conduct a feasibility study and elaboration of a techno-economic justification (Feasibility Study) for the implementation of an intellectual monitoring system of oil pipelines and associated facilities using Unmanned Aerial Vehicles (UAV) in accordance with standard СП РК 1.02-21-2007, regulatory and legal acts in force in Kazakhstan.

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV.

The objective of the Project is compiling inventory, assessment and pre-qualification selection of training providers (TPs) in the Republic of Kazakhstan, under the contract KZSJ-2.2/CS-02-QCBS, within the IBRD Programme “Skills and Jobs Project Component 2”- Project ID: P150183. The services to be provided to the Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan are as follows:

Evaluation of “Support to the Implementation of the Transport Sector Strategy of Ukraine”

The project scope is the evaluation of the "Support to the Implementation of the Transport Sector Strategy of Ukraine" as well as complementary measures provided by the technical assistance project "Support the Implementation of the Transport Strategy of Ukraine".

The purpose of the evaluation is to provide evidence on the extent to which SBS has contributed to the achievement of its intended objectives, to identify key lessons and to produce recommendations to improve current and inform future choices on the sector reform contracts in Ukraine and on the cooperation between the EU in Ukraine in the transport sector.

The specific purpose for undertaking this evaluation is three-fold:

  • To evaluate the SBS Transport according to the standard OECD criteria;

  • Provide well-grounded evidence on the extent to which: a) the Budget Support aid modality is relevant and efficient to steer transition process in Ukraine, the extent to which the sector reform contract as an aid delivery method provided an added value; b) the SBS ENV enabled the Government of Ukraine to implement the relevant sector strategy and to enhance the efficiency and effectiveness of the National Transport Strategy (NTS); c) the SBS contributed to achieve sustainable results in the implementation of the NTS; d) indicators were chosen appropriately and achieved; e) the preconditions of budget support were in place before, during and after the implementation phase; 
    Assess the overall impact of the programme and lessons learned; formulate recommendation for a similar initiative in the future.

  • Study of the effects of EU-funded complementary measures (TA project ""Support the Implementation of the Transport Strategy of Ukraine"") to increase the capacity building as well as strengthening of the MoI role in streamlining of the transport component in sectorial policies and other EU-funded programmes on the subject.

Mapping the legal and regulatory framework for residential prosumers in Romania

This project aims to provide an overview of the situation of residential prosumers, considered as regular households that consume and produce their own energy from renewable sources, in the EU. Under Task 1 of this project, Savvy Business has been subcontracted by Milieu Ltd. to perform the legal analysis regarding residential prosumers in Romania.

This assignment includes the following tasks:

  • Development of a national report mapping the regulatory framework in Romania, describing and assessing the legal and regulatory context regarding the conditions for residential prosumer generating the energy based on RES. The analysis covers all measures acting as incentives or obstacles for the take up of prosumers, framework for access to the grid and grid interconnectivity, types of residential prosumers, prevailing methods and systems for metering and billing applied to all types of residential prosumers.

The study will be instrumental in providing additional information to the European Commission about the drivers of self-consumption, the obstacles and incentives, the costs and benefits, the conditions for permitting, interconnecting, feeding power back into the grid, metering, billing (taking into account any feed-in-tariffs and subsidies) and applying taxes and network charges.

The global objective for this assignment is the support in the identification, prioritization as well the feasibility and preliminary design studies for the district and community access road sections, to be rehabilitated within the selected districts of Abim, Adjumani, Amudat, Moyo in Northern Uganda.
The required activities are:
Phase A) Confirmation of the list of the roads sections to be area of further studies for potential inclusion in the rehabilitation program and the level of service expected from the rehabilitated roads sections;
Phase B) Studies (Feasibility Study and Preliminary Design)

KLC Consulting will inspect the selected roads and conduct the visual and topographic survey covering:
•    Reconnaissance survey of the road sections, with the assessment of the existing alignments and road conditions, drainage structures, bridges, intersections and other features;
•    Nature of surrounding terrains, materials, potential availability of the constructions materials, adjacent use of land and vegetation, level and  nature of traffic on the roads;
•    The environmental and social factors which could have a bearing on the assignment;
•    Year round - existence of dry and wet seasons rupture points;

Further detailed survey will be carried out for the identified critical sections of the roads, bridges, culverts, and other drainage elements, in order make a thorough assessment of their technical condition, determine the rehabilitation needs, identify the critical areas and bottlenecks. The international consortium of Savvy Business – Astana-Kitap LLP (in cooperation with National and apodistrian University of Athens and Excellence Training Center LLP as sub-contractors) implements the project “Consulting Services for Developing Textbook Evaluation Requirements and Capacity-Building of Experts contracted by the Ministry of Education and Science of Republic of Kazakhstan.
The Ministry of Education and Science of the Republic of Kazakhstan is implementing The Education Modernization Project under technical and financial support of the World Bank Loan No. 8709-KZ.

The project’s objectives are:

1)  Analysis of foreign and domestic system of developing, evaluation, selection and approval of textbooks, and teaching and learning materials, teaching and learning aids (manuals), electronic educational publications (electronic textbooks, digital educational resources) for revealing of weaknesses and their solutions;

2)  Develop theoretical framework of modern textbook (theoretical principles and approaches);

3)  Develop requirements for the structure and content of textbooks and teaching and learning materials, including e-books in digital interactive format, and digital educational resources by subject areas and levels of secondary education.

4)  Develop methodology for assessing the quality of textbooks and teaching materials and aids, including e-books and digital educational resources.

5)  Develop methods and criteria for the evaluation of textbooks, teaching and learning materials, digital education resources by subject areas and levels of secondary education, approbation, monitoring the quality and provision of textbooks. 

6)  Building capacity of experts for textbook content evaluation.

The project is governed by the Loan Agreement No.8477-KZ between the Republic of Kazakhstan (RK) and the International Bank for Reconstruction and Development (IBRD), signed on July 20, 2015. The overall goal is to develop a set of specific short-term and long-term recommendations aimed at increasing the contribution of SMEs to GDP to 50% by 2050.

The specific objectives of the national baseline survey are to:

1) gain a deeper and better understanding of the small and medium business segments in Kazakhstan;

2) assess the contribution of small and medium businesses to the national economy, both formal and informal;

3) identify constraints and opportunities of the small and medium-sized business (legal framework, tax, incentives, overall and in different selected sectors etc.);

4) recommend reasonable ways of further development for different sectors of SMEs.

Scope of Services: 

Phase 1 - Preparation of a national baseline survey of SMEs and its detailed methodology development to support the private sector/SME development in Kazakhstan

The Feasibility study included market analysis of UAVs, Technical/technological analysis, financial and economic analysis, environmental and social analysis, risk analysis, legal and institutional analysis and proposal of an optimum solution to implement an intellectual monitoring system of oil pipelines and associated facilities of KTO using UAV. 

Savvy Business sLTD acted as sub-contractor of Europa Energy Ltd. 

The services provided were:

  • Financial and economic analysis (CBA) taking into account the existing oil price as well as the existing security system expenditure;
  • Legal and institutional analysis in aviation sector including the flight of UAVs in Kazakhstan;

The objective of this contract (DG MOVE/D2/SER/2019-271/SI2.817924 – Port Directive) is to verify the completeness and conformity of national transposition and implementing measures with specific provisions of the Directives for EU Member States, following the notification of such measures to the Commission.

Description of services to be provided by Savvy Business

1. Desk research on transposition and practical implementation in Bulgaria and Cyprus of Directives (EU) 2017/2108, 2017/2109 and 2017/2110, which could include initiatives concerning implementation and likely impacts of such initiatives (such as analysis of the scope of a specific draft law and how it would affect implementation); explanation of relevant procedures and timelines for implementation; and relevant case law;

2. Completeness assessment of transposition of Directives (EU) 2017/2108, 2017/2109 and 2017/2110;

3. Conformity assessment of transposition of Directives (EU) 2017/2108, 2017/2109 and 2017/2110;

4. Translation into English of each national transposing provision used in the compliance assessment table.
